1. Summary of Strategies and Policies
 


Introduction Unbundling, Transportation Plans, and other techniques to reduce parking demand are not worth the effort unless local governments are more flexible and innovative with regards to minimum parking requirements and other parking policies. For example, developers would be generally be unwise (although altruistic) to pay for transit passes for residents if the cost was not made up in savings in reduced parking construction costs. Smart policies are the key to giving developers the incentives to make housing more affordable and provide better service to residents.
