| Introduction |
The Housing Development Vehicle Ownership Model is
a tool for developers of affordable housing to help determine the appropriate
amount of parking for a particular project. The model uses a project's
unique characteristics (location, unit types, rent levels) and rigorously
developed statistical models to predict the total number of vehicles that will
be owned by the residents of a planned development.
It also predicts how much driving (vehicle miles traveled) is expected to
be done at the development.

| Background |
The
Housing Development Vehicle Ownership Model is
an application of empirically grounded research on travel area in the Bay Area.
The model is
based on research conducted for the Location
Efficient Mortgage* project. The project included the Center
for Neighborhood Technology, the Natural
Resources Defense Council Surface Transportation
Policy Project, and Fannie
Mae.
The
model is particularly useful for affordable housing projects. This is because
income is one of the key determinants of vehicle ownership. Because of
maximum income levels and deed-restrictions on affordability, the general income
level of households in an affordable housing development is known. This
makes predicting vehicle ownership, and thus parking demand, much more
accurate.
The
model also predicts average vehicle miles traveled per household (VMT).
This information can be used to more accurately assess the traffic impact of a
housing development.
