Inclusionary Housing Toolkit
The Bay Area is not a gated community, but that is the direction we are headed.
From 1988 to 1998, the 40 largest Bay Area cities produced 117% of housing needed for those earning more than $91,000 a year. During the same time period, those same cities produced only 32% of housing needed for those earning $30,000. As a result, only 13% of Bay Area households are able to purchase a home; and janitors, retail clerks, medical assistants and childcare workers are forced to live far from jobs and waste valuable hours each day commuting.
Inclusionary Housing is a tried and true method of creating affordable housing. Inclusionary policies require new housing developments to include homes affordable to a wide range of incomes. Over 117 communities in California have adopted inclusionary housing policies. With this toolkit, you have the tools to advocate for an inclusionary housing policy in your community. In this toolkit, you will find:
- Information on how to craft a policy that best suits your community’s affordable housing needs;
- Educational materials on specific components of an inlcusionary housing policy;
- Campaign materials including a sample campaign timeline and recruitment pieces;
- Additional inclusionary housing resources

Voter Registration Toolkit
To assist NPH members with voter registration and get-out-the-vote (GOTV) efforts, NPH has put together a toolkit to equip service coordinators, resident organizers and property management staff to carry out registration efforts at their Bay Area developments. Tools included are:
