Proposition 1C: the Housing and Emergency Shelter Trust Fund of 2006
Prop 1C's victory at the ballot on November 7 was a hallmark moment for the affordable housing community and for California. Nearly 4 million California voters spoke volumes when they chose to show compassion for California's most vulnerable populations.
And, no voice was louder than that of the Bay Area. Over 947,000 voters throughout the Bay Area's nine counties said yes to Prop 1C. That's 63.3% of the nearly 1.5 million Bay Area residents who turned out to vote!
This achievement is directly attributable to all the advocates in the region who reached out to their networks to bring this home.
The Bay Area secured over 200 endorsements from organizations and elected officials which represented hundreds of thousands of constituents. Kudos go to the Nine County Housing Advocacy Network for all their outreach efforts. And Bay Area affordable housing leaders played crucial roles in fundraising efforts.
Their work lays a solid foundation for the next big campaign effort, the permanent source campaign.
Thank you to all the volunteers and donors who stepped up to the challenge and made Prop 1C a reality for all Californians!
Update on Election Results
As of November 13, more than 300,000 additional absentee ballots have been counted since election day, raising Prop. 1C's margin of victory to more than 1 million votes (compared to a 975,000 vote margin reported on election day). Prop. 1C has won 55.5% of the 318,000 additional votes, changing the total percentage to 57.38% from the 57.47% reported on election day.
It is not clear how many more ballots remain to be counted before the final vote is certified. However, it is possible that Prop. 1C will end up surpassing 4 million votes and could top the vote total for Prop. 46:
Prop. 46 had 4,064,648 yes votes, 3,000,154 no votes and a victory margin of 1,064,494 votes.
Prop. 1C has 3,927,776 yes votes, 2,917,265 no votes and a victory margin of 1,010,511 votes.

Building on the Momentum of Proposition 46
Prop 46, the 2002 affordable housing bond, had the broadest and largest coalition of support in history. This has now been surpassed by the passage of Prop 1C. Housing advocates, faith-based groups, environmentalists, women's organizations, labor unions, seniors and business joined forces to win over California voters.
